Odd behavior in African Clawed Frog

My 9 year old African Clawed Frog, Flipper has not been eating. He is spending much of his time at the top of the tank. He has no skin blemishes or redness, but he is shedding more than usual. He does this every year at different times of the winter.
Other information:
He lives in a 25 gallon tank with a Rubber Lipped Plecostomus
Flipper has limb deformities and must be hand fed
He eats Reptomin Floating food sticks
His water is 76 degrees

What is wrong with my frog?
