PVC safe to use?

I am looking to create a neon theme in my axolotl tank, but I don't want to use any gravel or sand.
Would this PVC sheeting be safe?:

The tank would then be filled with fake plants and caves, etc. So they would have plenty of different textures to explore.
 
although the pvc should be safe, unsure about the coating (does state plastic removable film to protect from scratches), if the tint can be rubbed of don't use.

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
