I opened the lid on Pips tank today and noticed small white bugs EVERYWHERE. I believe they are springtails but I am not sure. They were crawling all over him too and I cant tell if he was bothered but it really bothered me. He also hasn't been burrowing which might be due to the bugs but again Im speculating. Has anyone had experience with this and are they harmful? If they are, should I just completely change the soil or...? Please Help!

If they were jumping, then they were springtails. Otherwise mites. They won't hurt him but I'd change the soil, who wants things crawling on them all day? Change the soil, and stop worrying. :)

Springtails are a great additive to your vivarium! They keep your tiger habitat clean as they consume loads of decaying animal waste.
Don't be alarmed they are very beneficial to your tank set up. I have a healthy population of springtails in my vivarium and all thats needed to be done in the way of maintenance is to change out the water every few days.

Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
